New Zealand financial terms for KiwiSaver rates, student loans and rental income

KiwiSaver's 3.5% default employee and employer rates are enacted for 2026 and rise to 4% from April 2028 for participating members. National separately proposes compulsory membership from July 2028 if re-elected. Overseas-based student loan borrowers face interest after the overseas-day threshold, while property investors regained full mortgage interest deductibility from 2025-26.

Enacted KiwiSaver rates and a separate membership proposal

[Inland Revenue](https://www.ird.govt.nz/kiwisaver-changes) says the default rate is 3.5% from April 2026 and will be 4% for both contributing employees and employers from April 2028. Membership remains voluntary. [National's election policy](https://www.national.org.nz/news/260621-national-to-further-boost-kiwis-financia) proposes compulsory participation from July 2028 and a later path to 6% on each side by 2032. [Employment New Zealand](https://www.employment.govt.nz/pay-and-hours/pay-and-wages/deductions) says total-pay packages may include employer KiwiSaver costs by agreement; there is no enacted general ban. The employer contribution remains payable on top of the agreed gross salary.

Overseas student loan interest and repayment obligations

Overseas status normally follows a 184-day absence, including some short-return patterns under the 32-day rule. Standard 2026–27 overseas interest is 5.6%. Overseas minimum repayments are based on loan-balance bands, not foreign income, usually due 30 September and 31 March. A one-off travel repayment suspension of up to 12 months requires timely application and still accrues interest. The 2026–27 late rate is 9.6% on overdue assessed amounts of at least NZ$334. [IRD](https://www.ird.govt.nz/student-loan-interest-and-fees) publishes the rates.

Interest deductibility restoration

Qualifying residential rental interest became 100% deductible from 1 April 2025, after 50% in 2023–24 and 80% in 2024–25. On NZ$30,000 eligible interest that is a NZ$30,000 deduction, not an assured NZ$9,900 tax refund: rental loss ring-fencing, other expenses and marginal rates govern actual use. [IRD](https://www.ird.govt.nz/property-interest-rules) states the dates.
